U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements
Overview

This project involves resurfacing U.S. 17 (State Road 15) from Oak Street to Black Creek and other roadway improvements to help eliminate long delays for northbound traffic on U.S. 17 (State Road 15). The proposed changes were designed alongside the City of Green Cove Springs as part of their Downtown Improvement Plan.

Changes include:

  • Constructing intersection improvements at CR 209 (Russell Road) that include replacing the existing traffic signal, adding directional islands in the median, adding a new signal at Mahama Bluff Road, lengthening the northbound left turn lane on U.S. 17, and enhancing roadway lighting. The improvements will coincide with Clay County’s CR 209 (Russell Road) widening project, which is currently in the initial construction phase.
  • Modifying the existing median opening at Boivin Road and CR 209. The existing full median opening will be converted to a directional median opening, allowing for southbound to eastbound turn movements from U.S. 17 to CR 209. The proposed changes were designed alongside the City of Green Cove Springs as part of their Downtown Improvement Plan to help eliminate long delays for northbound traffic on U.S. 17.

Hybrid Open House (Monday, September 15, 2025)

FDOT will host a hybrid construction open house on Monday, Sept. 15, 2025, from 4:30 – 6 p.m.

The public is invited to attend the open house in-person at the Fleming Island Public Library at 1895 Town Center Boulevard, Orange Park, FL 32203.

The meeting is also being hosted virtually, and the public can register online by clicking here (Webinar ID: 950-004-283). You can also join by phone at (631) 992-3221 and entering access code 661-269-711.

Both virtual and in-person participants will be given equal opportunity to ask questions and learn more about the project directly from project team members.
