Southside Boulevard from Touchton Road to Cargal Street Intersection Improvements
Overview

This project proposes improvements to Southside Boulevard between Touchton Road and Cargal Street to enhance the flow of traffic and improve safety for motorists and other vulnerable users of the corridor. These proposed improvements are part of a larger project to resurface Southside Boulevard and the service road from south of Butler Boulevard (State Road 202) to Beach Boulevard (State Road 212).

FDOT proposes the following improvements at the following locations:

Southside Boulevard at Touchton Road Intersection
  • Constructing a new signalized U-turn intersection on Southside Boulevard, 600 feet north of the existing Touchton Road signalized intersection, including a turn lane for the U-turn movement.
  • Rerouting westbound Touchton Road through and left turning traffic to utilize the new signalized U-turn intersection north of Touchton Road.
  • Adding a signalized pedestrian crosswalk to the south leg of the Touchton Road intersection, as well as pedestrian refuge areas. All crosswalks will receive high emphasis pavement markings to improve safety for pedestrians.
Southside Boulevard at Hogan Road Intersection
  • Installing new traffic signal at the existing, unsignalized service road intersection, approximately 800 feet south of Hogan Road. All eastbound Hogan Road motorists will be rerouted to this intersection.
  • Changing traffic direction for Southside Service Road south of Hogan Road. The two travel lanes will become one-way, southbound only, for motorists.
  • Rerouting motorists in right-turn lane from southbound Southside Boulevard to Hogan Road. Motorists must access westbound Hogan Road from the Southside Service Road.
  • Rerouting access to Southside Service Road for northbound Southside Boulevard motorists. Motorists will need to continue to traffic signal at Hogan Road to access Southside Service Road south of Hogan Road.
  • Adding truck apron to Hogan Road and Southside Service Road intersection.
  • Upgrading signalized pedestrian crosswalk pavement markings to high emphasis.
Southside Boulevard at Anders Boulevard
  • Modifying median opening on Southside Boulevard at Anders Boulevard. Only northbound and southbound left turns onto Anders Boulevard from Southside Boulevard will be accommodated.
  • Rerouting motorists from Anders Boulevard and Southside Service Road to right turns only with the ability to make a U-turn at Hogan Road or Cargal Street.
Southside Boulevard at Cargal Street
  • Adding signalized pedestrian crosswalks with high emphasis pavement markings on west, north, and east legs of this intersection.

The Florida Department of Transportation (FDOT) will host a virtual public hearing Wednesday, Oct. 28, 2026, online at https://attendee.gotowebinar.com/register/6879401720767436123 (webinar ID: 468-768-563) to discuss the proposed intersection improvements to Southside Boulevard between Touchton Road and Cargal Street. FDOT staff and consultants will be available from 4:30 to 5:30 p.m. to answer questions and accept comments. A formal hearing and public comment period will begin at 5:30 p.m.
In-Person Public Hearing (Thursday, October 29, 2026)
The Florida Department of Transportation (FDOT) will host a public hearing Thursday, Oct. 29, 2026 to discuss the proposed intersection improvements to Southside Boulevard between Touchton Road and Cargal Street. Citizens can attend the meeting in person at Hotel Indigo Jacksonville-Deerwood Park located at 9840 Tapestry Park Circle, Jacksonville, FL 32246. FDOT staff and consultants will be available from 4:30 to 6 p.m. to answer questions and accept comments. A formal hearing and public comment period will begin at 6 p.m.
